Parent Voices: To block Immigrant Children from Head Start is Unconstitutional

FOR IMMEDIATE RELEASE: July 16, 2025

SACRAMENTO, CA — Parent Voices condemns the Trump Administration’s ban against children from enrolling in Head Start based on immigration status. The early childhood education program started during the civil rights era to level the playing field for young BIPOC children from low-income families. The ban is an assault on our nation’s youngest learners, who will also be impacted by Trump’s “Big, Ugly Bill” federal cuts to SNAP, Medicaid, and other social services.

The untold story of America’s economy is contrary to Trump’s anti-immigrant propaganda. Immigrants contribute to the U.S. economy in extraordinary ways. ITEP.org reported undocumented immigrants in the U.S. pay $96.7 billion in taxes. The National Women’s Law Center says immigrants make up almost 20% of the early childhood education workforce, with immigrant women comprising the vast majority. They also represent nearly 23% of all home health aides. Meanwhile, Trump will hand out $117B in tax cuts in 2026 that go to the top 1%, shifting funds for critical social services like education, child care, and health care.

Trump’s targeted ban against immigrant children is racist, xenophobic, unconstitutional, and unconscionable. We will fight to restore Head Start for All Children! #HandsOffHeadStart
